A New Border Gateway: Why Ruto Is Building a KSh4B Smart City in Malaba

President William Ruto has launched a $30.9 million (KSh 4 billion) smart city development in Malaba, Busia County, aimed at modernising the border town and boosting cross-border commerce.

The project will feature 2,000 affordable housing units alongside modern public amenities, commercial spaces and upgraded infrastructure. The initiative is designed to create thousands of local construction jobs, attract private capital and provide structured trading hubs for residents in the Western Kenya transit corridor.

Speaking during the inauguration, President Ruto noted that the planned infrastructure will reshape the local economy by turning a major border transit point into a sustainable urban centre. The investment aligns with the government's broader Bottom-Up Economic Transformation Agenda (BETA), which relies heavily on public housing and urban renewal projects to drive national growth.

What Is Planned?

The core of the Malaba initiative is a residential and commercial blueprint intended to address housing shortages and urban congestion along the primary Kenya-Uganda trade route.

Trade facilities form another key element of the design. By integrating formal market structures into the urban grid, the project aims to organise small-scale cross-border trade, which has historically relied on informal informal set-ups near the border post.

Why It Matters

Malaba serves as the primary terrestrial entry and exit point for goods moving along the Northern Corridor, connecting Kenya’s Mombasa Port to landlocked neighbouring economies, including Uganda, Rwanda and South Sudan.

Despite handling high volumes of heavy freight daily, the border town has long struggled with underfunded public infrastructure, informal settlements and a lack of decent housing for service-sector workers. The injection of capital into a structured smart city framework aims to retain more economic value locally rather than allowing Malaba to remain merely a transit stop.

The government maintains that combining urban planning with housing projects stimulates secondary industries. Local suppliers of cement, steel and aggregates are expected to benefit from supply contracts, while retail businesses stand to gain from an expanded wage-earning population during the construction phase.

Local youth and informal traders are expected to be the primary immediate beneficiaries of the investment.

Construction activities across the residential blocks and civil works are set to generate direct artisanal employment for builders, plumbers and electricians in Busia County. Once completed, the new commercial spaces are planned to host formalised trading stalls, giving local vendors safer facilities and improved access to customers passing through the border point.

For property investors, the declaration of Malaba as a planned urban zone provides greater regulatory clarity, which regional authorities hope will encourage private real estate and logistics developers to build complementary facilities in the surrounding area.
